Oldham's textile industry fell into decline in the mid-20th century; the town's last mill closed in 1998. Quite a lot has changed in the 21 years since the department was set up. Under the Local Government Act 1972, the town's autonomous county borough status was abolished, and Oldham has, since 1 April 1974, formed part of the Metropolitan Borough of Oldham, within the Metropolitan county of Greater Manchester.
